If you're a bus driver and you drive stoned, you get 20 years in prison.

Lock a few and put em on CNN.  make sure everyone knows.  See how quick people learn to follow the rules.  


And while people will cry "that's wrong", well, don't do drugs.  Follow the law if you want ot use them..  And those prisons packed with offenders will be excellent for boosting the US mnfg market

good try but the drugs stay in your system and it can be argued that they will have an affect on your judgment, reflexes, and thinking for days or weeks on end..how do you police that?
