Romney rate of 13% is no doubt due to him receiving a large portion of his income as dividends and capital gains and I don't think anyone would have an issue with that (one could argue that both of those should be taxed as regular income but that's not Romneys fault)

No one is going to blame Romney for the current tax code and it would make no sense to not release his taxes and take all this heat just because he pays the same tax rate as Warren Buffet

There is something toxic in those returns and it's not that he received dividend income and long term captial gains
