Good Heavens, why would America take that point of view?  

Think it might have anything to do with the fact that when black unemployment is at the same level it was during the depression and basically 100% of blacks want to vote for the same President whose policies have directly led to high black unemployment ( only because he's black and makes ridiculous promises about passing out free shit)?

Think it might have anything to do with the fact that slavery ended 150+ years ago, blacks enjoy an ovewhelmingly high standard of living, the president is black, Supreme Court Justices have been black, there are plenty of black millionaires and intellectuals, affirmative action has been mandated for nearly 40 years and yet all blacks do is bitch about racism and blame the plight of their communities on everyone else except themselves?

Think it might have something to do with the fact that every other minority group that have immigrated to this country ( without the same government mandated advantages given to blacks) has surpassed blacks in practically every area of achievement?

America looks at the black community from two angles of left and right:

Left: Blacks are dumb, easily manipulated, will exploit their own just to get ahead, have a tribal+simplistic culture and are more concerned with color than substance. Let's pander to them and condescendingly pat them on the head while enacting policies that ensure they are America's permanent underclass ( and most reliable democratic voting bloc).

Right: Blacks are brainwashed. No sense in wasting time, money or resources on campaigning to them. If they want to join the ranks of productive America, its their responsibility. If that day ever comes, we will welcome them in.

If I remember correctly, he said that, under his administration, the federal funding for education would be attached to the child, giving the parents the option of where they send their children.

I will give the parents of every low-income and special needs student the chance to choose where their child goes to school.  For the first time in history, federal education funds will be linked to a student, so that parents can send their child to any public or charter school, or to a private school, where permitted.  And I will make that a true choice by ensuring there are good options available to all.
