Was looking at this situation. Appears the assailants gun was jammed or non-functional after the initial shooting. My guess is it was going to be murder suicide. Since the gun failed he decided suicide by cop. Next question, why try to take him down in a crowded area? He was on the move, why not follow until he gets out of the area?

if they see gun, in hand... they have to blast his ass immediately.

The problem with this is, THEY started winging the people on the street instead. They probably followed protocal, but Jesus, how about checking your fires and worrying about shot placement for fucks sake?

yeah, my guess is they just completely didn't think/care about collateral damage... just saw gun and went center mass.  hit him 16 times... I"m guessing they both near emptied their guns.

He didn't pull the gun until he noticed the cops following, thus the suicide by cop theory. A little common sense goes a long way
