That depends. Is Romney willing to make significant cuts to Medicare/Medicaid and other social safety net programs(which are now approaching 50% of our total GDP)?
Is Romney willing to make extreme cuts to Defense spending? Unless he and Congress plants to completely change what the US's role in global affairs is, it is highly unlikely.
