The explanation was that Fox called it with 74% of the votes entered and Obama with a lead of about 20,000. Rove said their numbers were behind those of the Secretary of State's website, who had 77% counted, with a margin of 991 voters for Obama.

Not that it matters now, as Colorado just got called for Obama, which would put him at 272 even without Ohio.
