The argument is a bit more complicated. You're confusing ownership with programming content. Even though networks are mostly white owned, these networks don't identify themselves as being only for a particular group nor is the content aimed exclusively at white audiences.
It's actually in the interest of these networks to air broad content that appeals to people of all colors because it increases their audience share and in turn the amount of revenue generated from advertising. I guarantee if they could make money off air more minority focused content they would in a heartbeat. They would be giving a huge advantage to their competitors if they didn't.
