Sure it may bring down crime rate but barbaric countries like such don't last very long in terms of civil strife and savage warfare as history has taught us, also while stealing and mischief may be next to none the murder rates would be higher then normal. I prefer a reformed world with the crime rate as is.

yes, but the courts need to be 100% sure, because looking back on history a lot of people were convicted and the courts were 100% sure and ended up being wrong.

Imagine cutting off someone's arm to realize they were wrongly convicted.
