By By THOMAS J. SHEERAN | Associated Press – Sun, Dec 16, 2012....CLEVLAND (AP) — A chase that ended with 13 officers firing 137 rounds, killing two people, began with a pop — perhaps a gunshot or backfire from a car speeding past police headquarters.

For the next 25 minutes late in the night of Nov. 29, the car crisscrossed Cleveland tailed by officers, headed along Interstate 90 and wound up near the back entrance of a school in East Cleveland, where police opened fire.

Police don't know why the driver, Timothy Russell, 43, refused to stop. Russell had a criminal record including convictions for receiving stolen property and robbery. His passenger, Malissa Williams, 30, had convictions for drug-related charges and attempted abduction.

CLEVELAND - Cleveland police officers say they encountered the 1979 Chevy Malibu SS, driven by Timothy Russell, moments before he was involved in a chase turned deadly shooting.

The traffic stop happened near the Cleveland Plain Dealer where there security cameras were rolling.
Police fired off 137 rounds, with 23 hitting Russell and 24 striking Malissa Williams.
Mayor Frank Jackson's spokeswoman Andrea Taylor said public safety director Martin Flask and police chief Mike McGrath informed the mayor of the traffic stop late last week.
 
It happened the night of Nov. 29, before authorities said they heard a gunshot outside the Justice Center, which prompted the chase that ended in the fatal shooting of Russell and Williams in East Cleveland.
Cleveland police have not commented on the traffic stop at this time.
