Up until drug use became rampant bodybuilding was a short guys sport, one of the few where height can be a disadvantage. Once you're over 5'9" very tough to build the kind of thickness a shorter guy has unless you've have great genetics.
With a lot of drug use a 5'10'-5'11' guy can have the same extreme thickness as a 5'6"er with short limbs and torso.
* All things being equal though, a taller guy wins out. The consecutive Olympians with the most Sandows were between 5'10 and 6'0", Arnold being the tallest.
