wasnt he a Houston cop? big city. so he had to take alot of tests (psychological, ect.)  i find it hard to beleive he is as much as a simpeton as he seems. maybe its an act to be more likeable?

He doesn't actually look stupid though and his success so far in life ( ignoring the whole kids question ) is a testament that he is not the utter retard that he appears to be.

Maybe a mild form of social anxiety that affects his speech, especially when in public or in front of cameras?

If you look at "Unbelievable", he just has that country drawl to him. Many of my folks down south have it, and are anything but stupid. Many times, people focus on what the person sounds like, instead of do focusing on what they are saying.

It's not his drawl. It's his random inability to speak in complete or coherent sentences. But it seems like it's only like that when the camera is on him.
