Every person that purchases steroids in the USA without a prescription is committing a crime. That crime, by federal standards/law, is considered a felony.
So, relatively speaking, every IFBB pro is a felon, it just so happens that they are all felons that have not been caught.

Vic has done many stupid things throughout the years, but he has done the time and had to deal with a lot of bullshit as well. Clearly, half the shit he brought upon himself, but to claim he sent lower tier bodybuilders to jail, I'm not so sure about that.
What I can tell you is that Dave Palumbo sold fake GH to many NPC and IFBB pro bodybuilders. He did the time, but for that crime alone should have been banned from all bodybuilding events all together.
