I think this will fall under "accidentally, on purpose" and will fade from memory without much bother. Burner is probably in reference to the smoke or tear gas used. For years, even before Waco, Law Enforcement knows and understands that certain types produce a decent amount of flame while working(bit less that a minute or so of active flame). They shot seven in and probably understood that a fire would result in the back of their mind.
They've got an out by saying that ammo was going off, perhaps propane tanks going off, dangerous suspect, etc....
Nothing will happen but a few internal reviews, twitter outrage, etc....
Police have been murdering whoever they want and getting away with it for decades, it was this lack of accountability Dorner was fighting against. Unfortunately, too many sit on the sidelines and cheer the Police on as if they are a Force for Goodness and Righteousness rather than seeing them for what they gave become. Amazing what you can do with propaganda, the Mexican Drug cartels have public relations managers, They pay off or threaten popular musicians to immortalise them in song and make legends of drug lords, they also pay off or threaten journalists and make them write positive stories about them, They have even purchased several newspapers and recruited reporters within which they can control, also, out of fear now the United States’ reporters have stopped covering the drug war and cartel violence as well. U.S. news directors and editors discourage their reporters to cover certain drug related stories. And just like the police, if you cross the Cartels, they will hunt you down and kill you.

Some cartels have “hired operational security specialist (narcohackers) to cope with the enhanced digital surveillance of their activities. As websites or social media have attempted to shine light on their activities, the cartels respond by threatening execution found on their social post or tweets. They also have been using websites to spread disinformation about their rivals and government officials.
