You're right for once, mate: the situation indicated in the title is literally not real (80% of NYC school grads who go to the state's community college system need remedial courses, not 80% of NYC school grads in general).

So they have a college system that is accepting people who cant read?  Shouldn't there be some kind of qualification to get into college even a state run college?  Or is NY not educating people who then need to take out extra student loans to learn what they should have been taught for free in high school and thus bilking the tax payers three times once for the high school, once for the student loan and once for the college?
