It's really not that simple.  Once money has been allocated for certain purposes, it's extremely difficult and sometimes just not possible to change it.

Even Obama can't usually seize funds and move them around to his liking (it's called impoundment).

There's always exceptions and someone more schooled in government allocations would have to explain the in's & out's.


Just to give you an idea of Washington infighting, we're still dealing with endless CR's.  I think the last time the government actually passed all bills was the early 90's.  So figure over 3 presidents or so they haven't truly been able to agree on how to appropriate funds for a very very long time.

Thus making last minute changes is very difficult.
