yet obamas budget cuts wouldnt have effected the number of children receiving vaccines while the sequester was said to cost an estimated 2000 children to go without

From what I can see all that the white house did was point out that the sequestration would cut vaccines

Obama's 2013 budget (which was one those 97 to 0 votes because it wasn't really his budget - though that part of it might have been the same) was voted down

The reason his 2013 budget cut the vaccines was because its Obamacare health law would push more people onto private health plans that cover vaccines, meaning the government could cut back on providing them.

So which part is the lie again?

it backs up what I said...the new processes from obamacare that obama used to justify his cuts to the program are still going on. So why would his cuts not cost any vaccine drop offs but the sequester does even though its cuts are half of what obama wanted?
