Here's the thing... if raising the min wage to $9/hr puts an employer out of business, he's not managing his business properly. How many employees does s/he have? Those who earn hourly get hours on the schedule. They will either absorb the difference into their profit margins or simply reduce the amount of hours an employee works to fit their payroll requirements.
To say, $9/hr is not to live on, ...well, in this economy, many people unfortunately have no choice but to live on that. If as a result of Obamacare, employers are cutting back on the amount of hours an employee gets, ...well, I think a slight bump is called for. Your economy cannot afford to pay people so niggardly as to make social assistance an incentive.
