Well possibly but say Sergio Oliva. I bet his wrist was bigger than mine so easier to increase bicep size because the bone size adds to the overall arm size. Just saying.
The actual bone size of his wrist was not very big. It was just that the muscle bellies reached so low.
As I said earlier, I think it has to do with bone density.
In Arnold's Encyclopedia he also comments on his 'bird like' bone structure and how people were surprised at the size of his wrists and how they could easily put their hands around them.
Arnold then said something like 'small bones, big muscles'.
