Sen. Rand Paul strongly signaled Sunday that he's interested in running for president in 2016, saying the Republican Party needs something different than "cookie-cutter conservatives."

The Kentucky senator, who has been watching his star rise in the party and last weekend won the annual straw poll at the Conservative Political Action Conference, stressed in an interview with "Fox News Sunday" that he doesn't know yet whether he will run for president.

But asked about his plans, he said he's already talked with Republican National Committee leaders about the "things I think we need to do" to be competitive across the country. He said the party needs more libertarian policies -- which Paul is known to stand for -- in order to attract younger voters. Paul said it's important to have a candidate who "would appeal across the left-right paradigms."

"I've always said I wanted to be part of the national debate. I think the Republican Party needs to figure out how to be bigger, and I think I do bring some ideas to that," Paul said, adding: "We do need something new. The party needs something new to grow, and I want to be part of that."

The senator said he wants to be involved in helping the country recover economically.

Paul is among the crop of fresh Republican voices considered competitive in 2016, a group that includes Florida Sen. Marco Rubio -- who also received an enthusiastic response more than a week ago at CPAC. Paul, the son of former congressman and presidential candidate Ron Paul, earlier this month drew national attention for his 13-hour filibuster in which he pressed the Obama administration for clarification on its authority to use drones to kill Americans.

Paul, while right of his party on some issues, also strays left on many other topics. Earlier this week, he gave a major speech in which he endorsed a pathway to citizenship for illegal immigrants. Paul clarified Sunday that conservatives still need to be reassured that the border is controlled. 

"No immigration reform's going to happen unless Republicans in the House sign onto it," Paul said. A group of eight senators, four from each party, is trying to finalize the details of an immigration reform plan, with hopes of pushing legislation in the coming months.

Paul, who describes himself as a supporter of traditional marriage, also reiterated that he believes the states should have the right to decide the legality of gay marriage. This comes ahead of key Supreme Court cases that are being argued this week, one of which concerns the controversial Prop 8 measure which banned gay marriage in California.

Paul defended his stance on marijuana and other drugs as well, which is seen to be more lenient than the party's overall position. "The main thing I've said is not to legalize them but not to incarcerate people for an extended period of time," he said.

Paul said the prisons are full of "non-violent criminals" and that while he doesn't want to "encourage" marijuana use, that is something many young people do before abandoning it later in life.

"The last two presidents could conceivably have been put in jail for their drug use," Paul said. "They got lucky, but a lot of poor kids, particularly in the inner city, don't get lucky."

The reasons some Americans won’t work for the $8 per hour for an agricultural field worker, for example, is that they would rather do nothing and collect higher government benefits, he said.

Sen. Rand Paul (R-Ky.) today introduced a budget he says will balance the budget in five years with $2.3 trillion in tax cuts.

Paul’s “Platform to Revitalize America” brings spending below the historical average of 19.1 percent of GDP in the first year and spends $9.6 trillion less over the next 10 years based on the current Congressional Budget Office baseline. It achieves a $17 billion surplus in FY2018 and reforms entitlement programs — Medicare recipients, for example, would receive the same healthcare plan as members of Congress.

It replenishes $126 billion to the Defense Department stripped in sequestration and puts an annual cap on foreign aid at $5 billion. The plan also repeals ObamaCare and Dodd Frank.

Paul’s budget kills four government agencies: the departments of Commerce, Education, Housing and Urban Development, and Energy. It also privatizes the Transportation Security Administration.

“Washington has a serious and reckless spending problem that must be re-evaluated. American families across the country are required to live by a budget and Congress should be no different – every taxpayer dollar needs to be spent more wisely. Therefore, I am offering a plan that will address this country’s looming debt crisis in a truly timely manner – balancing the budget in just five years,” Paul said. “The time has come for a change that will restore fiscal order in this country, and I will do everything in my power to ensure that this happens.”

His budget includes a flat tax and lifts barriers to domestic energy exploration and production.

UPDATE: Late this evening the Senate voted on Paul’s budget as an amendment to the continuing resolution. It failed 18-81.

Rand Paul has a new filibuster in the works. The Kentucky Republican recently galvanized the nation's attention with a nearly 13-hour stand against the unchecked use of drones by the Obama administration. When it comes to weapons a bit smaller than unmanned aerial vehicles, however, Rand is less passionate about government oversight.

He and tea party favorite Sen. Ted Cruz (R-Texas) will filibuster the motion to proceed to debate on gun legislation, the pair told Senate Majority Leader Harry Reid (D-Nev.) Tuesday in a letter obtained by Politico.

But the Paul-Cruz effort will look much different than Paul's channeling of "Mr. Smith Goes To Washington." In fact, it won't look anything at all like his prior effort. Under Senate rules, if Reid can't get broad bipartisan support to move to debate a bill, he needs unanimous consent. Paul and Cruz are threatening to withhold that consent, which launches a silent filibuster.

Backers of filibuster reform have argued previously that, at a minimum, Reid should eliminate the ability to filibuster a motion to proceed. Reid declined the opportunity, but has since expressed frustration that gridlock continues.

Politico's Jonathan Allen reported:

Conservatives are concerned that once that bill reaches the floor, amendments could stiffen restrictions on gun control. Moreover, they understand that Reid intends to allow liberal amendments that would limit clip [sic] capacity and ban certain assault weapons to be offered -- even though they would be defeated -- to give Democrats a chance to vote on them. For moderate Democrats in competitive states, that amounts to an opportunity to vote no and show allegiance to gun rights.

how many people work at these 4 departments?   that'll save money but will spike UE rate%.   I'm not saying I oppose it... I'm just saying we have to realize this is the case when that trade-off is made.
