Compared to who? you really can't compare to to anyone recently I mean for fucks sake this is the 1940s compared to his contemporaries he was in another league , if he was born  in 1975 he's still be exceptional even more so.

The leaps in supplements , training techniques , equipment can't be over stated.  He made the best of what he had

No doubt for his era he was the best, and he had a very pleasing physique to the eye.

But I'm a bodybuilder, i look at "all time" greats from a pure bodybuilding perspective. Steve Reeves isn't in my top ten.  From the 70s to the late 90s...we saw the best BBing has to offer IMO. Then i don't know what the fuck happened...but sporting a protruding stomach and a thick trunk became acceptable. Arnold didnt have the thinnest of hips, but compared to todays guys he's wasp-waisted...and he was the mass monster of his time.
