Sadly, I have come to the conclusion that the mayor is probably more of a simpleton than creepy. Look at all the words he writes with large starting letter:

Also, his debate with Cedric could possibly indicate that he can't fathom why any IFBB pro would think that he is a schmoe in the bad sense. Thus, his poor spelling / grammar and just
childish ways of arguing with Cedric makes it look like the Mayor is an easy target of bullying rather than a bodybuilding schmoe who can stand up for himself.
I'm not sure my conclusion is right, but those are my thoughts.
