Judged by several important attributes

Character (Principles, Morals etc)

Compassion (Open Mind to your Brethren)

Intelligence

Knowledge (Promoting Progress)

Respect to your fellow Man (Helping your Society grow, not being violent and destructive)


These are some of the attributes the groups i mentioned earlier lack.

There are exceptions of course, but very rare in this day and age. Parker seems to be a paragon for his group.

Summary
