Don't believe pictures of tape measurements.   You can never verify how much slack is the tape on the other side of the arm.  Oldest trick in the book.

It's harder to have thicker arms when your limbs are longer and you're taller. Soo.. technically yes Kovac has the biggest arms in history of BBing.

18" arms on a 5'8 guy vs a 6'3 guy.. The 6'3 guy has to have more mass for his longer limbs to make that size. The shorter guy has shorter limbs which means his muscles are stretched less than the taller guy therefore it's easier for him to appear and be thicker.

in that same video they use bogus editing to make it look like he was using more plates during incline bench press than he was really lifting. So its safe to say this measurement its BULLSHIT too.

If that side of his arm is 9", the other side is 9".  That arm is no more than 20 or 21".
