He's probably Mexican
Cholo refers to individuals of mixed or pure American Indian ancestry, or other racially mixed origin.
The precise usage of "cholo" has varied widely in different times and places.
In modern American usage, it most often applies to a low-income Mexican-American sub-culture and manner of dress.
Interesting, I haven't heard this slang before.
I just saw there's even a "How to Be a Cholo" wiki, with wisdom of the streets like these classy quotes:
"If you don't know anything, don't say anything."
"Don't walk around with the wrong color unless you are ready for a beat down."
"The best way to hook up with a hyna is to do it the chicano way, " Wassup, que paso, you wanna go for a cruise in my low low" or simply "que pasa mija?". See, any other race will take it wrong, but if you ask a latina that, she'll take it as a compliment."
"When looking for a chola, always look at attitude. If she is rude to boys and has that firme class; poofed hair, darker makeup, tom-boyish clothes, has the firme accsent like "orale, Simon, ese y esa, and says homegirl and homeboy, then you found a firme ruka. ORALE!"
