Seen this and watched the commentary as well a few years back. An independent director did this, every shot was done in one take so as not to waste any film. That's actually film, 16mm I think, but doesn't look great, wasn't post processed in the way most films are, and lighting wasn't great. Won something at Sundance. About time travel. That shot is at a storage facility where they did their experiments involving batteries. The guy on the right is the director and was in it as well. He was not a filmmaker when he started the movie, learned everything quickly, it was something he felt he had to do. I think he was a computer major or something like that, not from a creative background.
