he's probably got a decent amount of muscle but you just can't tell because he chose not to wear a child sized medium tshirt

Take a look at his arms, shoulders delts...When you lift, and develop big arms, you get that "pit" right before the biceps, where the forearms meet the elbow...no real "pit" there. Forearms also way down in size and lack musculature. Shoulders/delts lost their rounded cap to them.
