Its bullying if I carry on doing it when they have asked me to stop because its upsetting them.

Its a bit like a complaint in the workplace, the management cant act on it unless the individual first approaches the alledged bully and asks them to stop doing what they are doing.
The alledged bully may just think they are having fun and banter with the individual.

So if someone wants me to leave them alone all they need to do is tell me my behaviour is unnaceptable and is upsetting them, they can do it via PM if they like.
