Only chance a Brazilian have is a cop going by, since brazilian citizens have been disarmed.
That's extremely rare scenario, and generally the bad guys win.

You can hear the criminal asking for the alarm/shutdown device, and asking if the victim is armed.
The victim answers, "i am not armed, i am not a cop."
