JM, this seems to be one of your more ignorant posts.  I don't know if Jared Diamond is a lib, but as far as excuses/explanations (that seem to contradict "Bell-curve"-type arguments) you speak about, I'm sure most of us here have read his Guns, Germs, and Steel, right? 

That book (which argued that environmental issues are the primary factor in explaining development or lack thereof of human civilizations) made very good sense to me.
