Exactly, its not a conspiracy and in no way am I suggesting it is.  As for preventing anarchy, many staunch captilialists, including Friedrick Hayek, acknowledge one of the purposes of the welfare state is quell rebellion and prevent anarchy.

The control is only absolute to the degree people will put up with. They life massive overhead from the perceived "free" market, trade and enterprise.
