I have a serious issue. I live on the second floor of a typical former communist Romania apartment block. Let's just say that they are not exactly insulated from a phonic point of view. I have a really hard time here because these folks are like monkeys, they make a lot of noise and their life revolves around the "block". The actual name for such a building in romanian is "bloc".
Anyway .. right above me there's this family. The male is this awkward 5'7" twink with glasses who basically transformed his apartment into a wood shop. So he makes almost constant noise. All my attempts in the past at settling this issue were futile because he basically would just say "no it's not like you say bla bla".
I tried to do what I have to do at home (yoga, meditating, writing, reading) despite the noise. But lately I started getting really angry because I realize that he will never stop. It took me the whole day today to calm down and go upstairs to confront him about this. Unlike here on getbig, in real life I try to avoid confrontation at all costs if possible. So I settled down and knocked a few time and finally they open. His wife and 20 yo daughter )they are also the superintendents on this section or the equivalent). I politely told them I cannot live with this noise. What followed left me just staring blank unable to believe what I was hearing: " ..noise? What noise? We did not hear anything.. we should investigate! .. have you tried earplugs?" They were basically lying to my face and perhaps making fun of me 
.. he came out and seconded that he did not make any noise ever (last night he pounded some shit until 1 AM and started again around 6:30 .. actually left the house for a few hours to relax). I realized I was talking to walls and left.
I can make a formal complain at the police, or terrorize them a little. But I am trying to be zen here. I don't believe in solving anything with violence. However I had this impulse to slap him once at least hard so he can realize I am not a guy to fuck with (they think I am tame because I never make noise, I write and am always polite). But again, it'd open another can of worms because we live glued to each other. My friend laughs and tells me to scare him a little. I told him there has to be a more reasonable way

Looking like a twink came back to haunt you, if you where 260 pounds and you walk up to the door knocked with a pissed off look on your face and said in a deep voice stop the noise they would chill, but because you look like a skinny geek nobody is scared of you.
