Not sure about the shoulder pad set up but the rest is just a regular Olympic bar with a landmine attachment. At least that's what it looks like.

The landmine attachment is easy, lots of guys in America make them. The squat yoke is tricky, a company called Atx makes them in europe - http://www.megafitness-shop.info/Crossfit/Cross-Gym-Rig/Squat-Attach--3382.html . It might be worth it to show the design to some local welders, they could rig one up pretty easy, the pads are the tricky thing.

better off getting a block of wood and a regular barbell and hack squat away.....
