^^Ah, OK.  They're giving away the crack-pipes in order to establish contact with the crackheads so that they can offer them outreach services.

No big deal, really. 

No gov't money is being spent and I'd say exactly 0% of folks are going to smoke more crack as a result of getting of a free tube of glass worth pennies.
