So it wasnt this dunce's responsibility to know what was in the bill before they passed it and it wasnt her responsibility to make sure it was implemented according to the plan she had to pass the bill before she could know what was in it.

On the Thursday broadcast of Comedy Central's Daily Show, House Minority Leader Nancy Pelosi told host Jon Stewart she didn't know why the Obamacare website failed. When pressed for an answer as to why, Pelosi said it wasn't her responsibility. However, Pelosi did say it is her responsibility to pass a bill that "honors" the Founders and the virtues of life, liberty and the pursuit of happiness.
I don't like Pelosi at all, and I'm not eager to defend her (or any member of Congress, really), but I don't know that the
design and
implementation failures of the Obamacare website are the fault of anyone in Congress.
Congress passed the Affordable Care Act, and it was up to the Executive Branch to implement it. So, members of the Executive Branch decided on who should be in charge of the website design process and on evaluating the specification documents that they produced. Members of the Executive Branch decided to procure the services of a particular firm to implement the specification documents previously produced. Members of the Executive Branch approved testing procedures. And so on. And in that respect, it's hard to fault Congress.
I think where Congress is at fault is first passing the ACA and second is not exercising more aggressive and effective oversight after the fiasco that was the website was revealed. Congressmen and women should be held accountable for those failures. Not for stuff outside their purview and control.
