The title is deceiving. This happended in my country. The black outfit dudes are not police they are private sector security.
Police here are fired if they display that kind of behaviour (agression after detention).

Looks like the bald dude that got mauled was stopping the one hitting with his night stick, and the douche pummeling the guy on the ground got away with no injuries
