There is no " the reason" or one reason, it's has to do with a multitude of factors over time.
For sure someone's upbringing greatly influences "that" but it doesn't have to necessarily in any case it falls under the "experiences" category.
I am more in agreement with your statement that it has to do with a person's "values" or their value system which is closer to the mark. Value's or some one's value system however is not always constant and can regress just as quickly as it can progress depending on other needs being fulfilled or not on the pyramid.
I wrote "has
much to do", there are other factors as well, but someone's upbringing & values are a huge part of the equation.
Generally the more levels you have fulfilled on the lower levels the more self actualized you become, that my experience of it anyway.
No need to explain the 'promotion' aspect of this Maslow's theory, I know that. In reality however, almost no one is able to manage this. For example, you might experience enlightenment, even after someone broke into your house last night. My conclusion: you can't simplify someones priorities, but Maslow did a good attempt.
Oh and self actualization is not something you can pass to someone for an audit and have "Get Big Approved" stamped on it.
