Ah, but the devil is in the details. While, I like Frank, his arms are very vascular, but lack the detail that Phil has. Think of it like Paul Dillett's chest, very vascular with the huge vein running through it, but when but not very detailed when he does a most muscular pose.

If we're going to split hairs and be pedantic about what makes one guy's forearm better or worse than another:

Heath has the biggest brachioradialis I've seen of any bodybuilder so far. It's unreal how big that thing is - it's practically the circumference of the average gym rat's upper arm.
McGrath has some enormous wrist extensors (the "inner" part of the forearm). They look like bowling pins at the bottom segment. But in those pictures, his vascularity makes them look freakier than if he was off-season.
Hard to say who has the biggest overall forearm. Lewis might be a contender there, but Priest had similar looking arms too. And both are very SHORT. Their entire forearm is basically muscle with a small wrist insert that's bone. These taller guys have a lot more arm, and so the muscle doesn't look as large even if it's the same size.
