No, but there are other ways, than just saying "it violates their national security and right to self determination". Economic sanctions, mobilize some fleet in the area, scare tactics.

We all know we're not going to war over the Ukraine. Its important that ol's Vlad thinks Barry will at the very least uphold our treaty obligations to our NATO allies in the Baltic.
