not true at all.

plenty of small guys in my gym put up 325+ at bodyweights of 190 and under.. and that's a 190 of 10+% bf, and you'd never.. ever.. think they could handle more than 250 for 1 with a spot.

plenty of bigger guys look like they could handle 325+ but struggle with 275 for 2.

looking at my chest/ribcage depth, you wouldn't imagine me going over 275 for 1, but my working sets are 315-320

... and we're not even talking squats and deads yet. in prison we had 150lb kids pulling 450+ sumo deads and 220 guys at 20% bf pulling 600+
