USA Stewardship over ICANN was always only supposed to be a temporary thing anyway.

The USA is giving up its stewardship early in the hopes of having stewardship go to some private-for-profit enterprise rather than an international body of government regulators as proposed by Russia, I believe Germany, and a few other counties, ...due to unethical NSA activity.
