This was why Paulson had his panic attack. He was doing his best to pursuade the Chinese that their investments were perfectly safe and that the circus they were witnessing was simply the American Political theatrical system on display, ..but in reality he had no idea whether Congress would approve his proposals.
What I find truly revealing is that while all this was going on, everyone involved in the negotiations were frantically phoning & texting their wives telling them to drop everything, and immediately pull cash out of the banks. If that's not a huge wake up call for people, they're not asleep, ...they're comatose.
