High fashion models and runway aren't supposed to be super feminine women. They're supposed to be very thin so that the clothes can be displayed properly as "artwork." The model is supposed to have a simple body (read: thin and shapeless) so that the clothes are the main event. Victoria Secret switched to runway models to try to elevate their brand. So these thin women were not what's considered the ideal image of female sexuality, actually..or at least initially. But it has become that for many people.
You are correct, but this image has seeped through from high fashion down to everyday life. This is where the flaming homo-schmomo's front the beauty of having women look like obliterated twink slaves.
In high fashion, yes, they should resemble walking coat hangers. In movies, music industry etc? No thanks!
