No, not just because, but because he's not. Period.
There is the genetic reason. But, if you look at his physique in totality, he has high lats, and longish waist. And if you look at the pic with his pants on, the taper is not that dramatic.  Just like Dex and just like Vic Richards--both who have high lats. Brian Buchanan had a 27 inch waist and was about 210, and Jojo in that pic looks roughly about that same weight and waist about 27 as well. It's super small. I believe Molnar's is about 230ish, if not more. And doesn't have that tiny, tiny waist and joints.
The flatness if his waist is an example of what the pros need to emulate. In fact they need to pass a flyer around to the top 10 of each show and tell them to emulate this look.
Both Brian Buchanan and Jojo very small joints---and a light bone structure, like Flex, and Melvin, in fact they probably have genes in common with Jojo...that look will only be with blacks from that or similar gene pools (like Beyeke) Period.

I would say hes close to buchannon. Major difference is that buchannon is doing a vacuum pose, always (and his structure really makes it stand out). To say hes not even close would be exaggerating A lot. He would just need to learn how to do a great vacuum and he would almost be there. (right click zoom)
