How do you figure loading up with 2-3000 more calories is better when you're resting?

The thing is, my diet is on point. The quantity however exceeds what my medium-slow metabolism and weight training split can break even with, or even cause fat loss. So I'm consistently at a surplus. But my weight hasn't budged in the last six months. I'm 224 with upper bicep veins. Just no definition in the core, other than blocky abs behind the layer of visceral fat.
Basically I just eat a fuck ton of rice and chicken. It's that if I eat at a deficit or maintenance, I feel hungry and eat crap food. So I prefer to eat clean but excessively.

I was 240 for a long time 20-22% ish. Then dieted down to 215 15% kept that for a while, no im dieting slowly and im under 207 or so. I would say im around 13. Im actually pretty happy with this. I wouldnt mind staying at 200 even or even 195 and have most of my abs, doesnt really matter though.
Diet wise, I just did starve diets, for weeks at a time, I never had a rebound or anything. I didnt regain all my fat over night etc.
