Possibly. But England tend to do better in "tougher" groups. I think the group could see 3 teams (England, Italy & Uruguay) all level on 5 points.

its a prayer i just dont see England doing well in this climate i dont see a lot of euros doing well in this climate

The only difference is that while there are better teams than Brazil, no team is 3 goals better.

Half of FIFA is 3 goals better than Qatar.  They will be the second host country to fail to advance beyond the group stage.  No surprise that the first African country to host the tournament was the first to fail to advance from the group.
