No he is not, this is ronnie at 300 pounds at the 2004 grand prix, big ramy bodyweight on stage is 286 pounds.

First off, who gives a shit about weight, means nothing. If Ron had a 28* waist and Ramy a 40" waist and they weighed same...

Secondly, no.

Ronnie was just hanging muscle, no oil (at least no discernible oil) and a freak. Had the strength to backup the muscles.

Ramy is 286 lbs with average conditioning. Ronnie was 300+ lbs ripped and shredded on contest day.
