 i don't believe in training shoulders heavy, I do mostly laterals with drop sets for my delt workouts. The function of the glenohumeral joint is CIRCUMDUCTION; it's not a primary mover like quads or chest. You will see the muscle fiber type in deltoids reflects this as well. 
 10 or 15lb dumbells with a squeeze on the top of the movement, no momentum or swing. Makes my delts burn like crazy.  I do high volume and frequency though. Chest and back work is very heavy though, this is what has grown my shoulders the most.
