I'm assuming a "counsil"house where you're from is the equivalent to what we call Section 8 housing here? Subsidized housing?
in OH, it was called AMHA housing. our rent was $8 a month until we moved in 92. Eight bucks. And it wasn't projects either - they would get places the bank/state foreclosed, right in the middle of a nice residential neighborhood, and place us there. I loved it at the time - we moved from projects off rolling ares mall in Akron, into goodyear heights, overnight, with all the middle class folks.
it must have sucked from the neighbor's point of view - they work hard for 2 decades and buy their dream home, and some single mom with 3 kids and a drunk part-time dad shooting off guns in the basement just moves in for $8 a month to a nicer house. They sure did build a nice big fence mighty quick lol.
