Kali reminds me of Leo Ingram---same type of vacularity.
Kali's legs are probably down due to the roles he plays. He has to move around, run, direct traffic. When he competed in the NPC, I don't remember his legs looking like that.

On a sidenote,if his legs were closer together, with one leg extended forward just a bit,ala Serge Nubret,his legs would fit the pose better/give it better flow, and his quads would not look as deficient/out of proportion.

Nobody today knows how to exploit strong bodyparts while hiding the weaker ones simultaneously.
