Or is it a genetic variant, like how some guys have striated tris but others don't?

The ability to lose almost all the fat lying just under the skin is both genetic and diet related. Some folks just have "thicker skin" than other folks. Even those who are lucky enough to have tissue paper thin skin, won't show muscle striations if they are retaining water and not following a strict diet. Where one stores fat is also genetic. So it is possible for someone to have shredded arms as a fat butt.

I am a shredded arms/fat butt kinda guy myself.
